Any peace agreement must be negotiated with Ukraine and accepted by that country, and negotiations must begin by acknowledging who is the aggressor and who is the victim, President Petr Pavel said in a video address to the Ukraine and Partner Countries Conference hosted by Ukrainian President Volodymyr Zelensky in Kiev on Monday.
